SafeChina course TTT "Train-the-trainer" took place in the period May 31 to June 2, 2012 at BMILP, together with extraordinary round of exams for SafeChina courses. 19 participants of SafeChina courses having score on the exams higher than 85%, have expressed the wish to become a "SafeChina" trainers and have participated this course. more

Promoting the EU and German standards and practices of Environmental Protection and Industrial Safety in China

Chinese reference: “The German-Chinese cooperation Program in Training for SafeChina – Environmental Protection and Industrial Safety" (TPSC)

The project aims to build a sustainable education service in China offering the engineers and relevant professions to learn about the EU HSE practices and regulation and qualify as Environmental- and Safety engineers according to EU criteria, guidelines and practice. It is financed by DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH (the German investment and development agency) and realized by the Steinbeis University Berlin (SHB) represented by Steinbeis Transfer Institute Advanced Risk Technologies.

The SafeChina project benefits from the experiences from the previous successfully concluded DEG-project ESPRIT www.esprit.risk-technologies.com. The contents and procedures are similar but adapted to the specific local conditions in China. It is therefore expected to execute the working packages described below more efficiently and with reduced costs.

After a first systematic assessment of the current situation of HSE in Chinese companies and company specific risks, control strategies and mechanism shall be developed enabling the project participants to react adequately on company specific health, safety and environmental risks according to EU standards. Within the framework of this project, curricula of the specific courses are to be elaborated, and the educational “infrastructure” created in Germany and in China. The educational structure in China is  to be organized by Beijing Municipal Institute of Labor Protection BMILP (www.bmilp.com), as the main Steinbeis strategic partner in China. Both Steinbeis and BMILP are members of the EU-VRI (European Virtual Institute for Integrated Risk Management, www.eu-vri.eu), which ensures good collaboration framework.

The core of the SafeChina project is:

a)  a set of courses selected from the curriculum of European Master and Certification program in Risk Engineering and Management to suit the needs of China beneficiaries, combined with

b) a system of on-the-job training in EU/Germany and China and

c) certifications scheme according to the EU requirements.

A minimum of 10 different 5-days-courses will be offered, containing different focuses in the areas of environmental management, risk analysis, risk management. These courses shall be executed during the project period depending on the demand and will be combined with the on-job-training in Germany and possibly other EU countries. During the PPP project period all SafeChina courses are free of charge. The target is to obtain a minimum of 200 course participants out of which about 100 will gain HSE (Health, Safety and Environment) certificates as the risk professionals. The certificates will be issued by Steinbeis University, Berlin, according to the certification schemes developed in DEG project ESPRiT. The next target is to train as a minimum 5 SafeChina trainers, preferably the best students among the course participants. 

Besides the theoretical education, the training participants will be prepared for the daily operational practice in their companies through on-the-job a training in the German/EU companies. Costs for travel and assistance for the participants during their stay are not covered by the project. On-the-job-training in Germany includes lectures at the Steinbeis Hochschule Stuttgart (four weeks or longer stay) for 3 selected participants and practice oriented visits to German companies (one week stay) for 20 selected participants. The competences obtained during this combined training, participants of the training will apply in their practice in the Chinese companies.

The execution of the trainings and qualification will be done by Steinbeis University Berlin (SHB – Steinbeis-Transfer-Institute Advanced Risk Technologies) in cooperation with other partners (DEKRA Akademie, Germany, INERIS, France). Relevant specialists as lecturers will be provided. The required educational structure will be established by Beijing Municipal Institute of Labor Protection. 

The project shall be structured in Work Packages as follows:

A set of measurable indicators of the project success has been established and the satisfaction of the stakeholders monitored continuously.
