Accompanying course to the 5th iNTeg-Risk Conference on the topic of ISO 31000 |

The course 'ISO 31000 Principles and Management' was held just before the 5th iNTeg-Risk Conference 2013 on May 20, 2013. This course touched on the key elements in the International Standard of ISO 31000:2009; the complex relationship between risk management principles, frameworks and processes and the applications in industry and in general.

The SHB/iNTeg-Risk course 'Decision Aid Approaches for Risk Management' is organized on April 22 - 26, 2013 in Stuttgart, Germany. The SafeChina commencement ceremony and the company promotion event for 'Steinbeis Advanced Risk Technologies China' took place on Jan. 12, 2013, at BMILP in Beijing.

The SafeChina project (http://www.safechina.risk-technologies.com) approaches its planned end in February 2013. The project main aim has been to build a sustainable education service in China offering the engineers and relevant professions the possibility to learn about the EU safety practices and regulation, and qualify as Environmental- and Safety engineers according to EU criteria, guidelines and practice. The project has been financed by DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH (German Investment and Development Agency) and realized by Steinbeis University Berlin (SHB) represented by Steinbeis Transfer Institute Advanced Risk Technologies and Beijing Municipal Institute of Labor Protection BMILP (www.bmilp.com), as the main strategic partner of Steinbeis in China.
The SafeChina project has created:
a) a curriculum of courses in Risk Engineering and Management adapted to the needs of Chinese beneficiaries,
b) a pattern for on-the-job training in EU/Germany and
c) a certifications scheme for Chinese professionals.
So far, the project has already achieved most of its goals, so far namely:
- performed a large-scale survey of Chinese needs in the area of industrial safety
- signed cooperation agreements with 17 Chinese partners
- signed cooperation agreements with INERIS, France and DEKRA, Germany
- prepared the curriculum of 12 full courses, fully translated in Chinese
- organized 14 instances of the above courses, attended by almost 500 participants
- certified over 400 professionals (passed various levels of exams)
- had already 14 short and 3 long on-the-job-trainings for Chinese professionals in Germany
- qualified 18 Chinese trainers in the framework of the train-the-trainer measures
- incorporated courses from the project in the curricula of one of the Chinese top-class universities, CUEB
- negotiates incorporation of the courses into one of the Chinese top universities, Tsinghua
- negotiates incorporation of the courses into the professional education in Chinese companies (Sinopec, Ping An, etc.)
- prepares an independent German-Chinese joint venture ("Steinbeis Advanced Risk Technologies Beijing") which will continue project activities after the official DEG-project end, i.e. after February 2013.
The project activities performed so far have been evaluated as "excellent" or "very good" by approx. 90% of all the Chinese stakeholders/participants in the project.
The event of January 12, 2013 was the occasion to award certificates to the Chinese professionals who have earned them as Risk Examiners and Risk Assessors, as well as Chinese trainers for the Safe-China courses (certified in the train-the-trainer program).

About the hosting institution:
The Beijing Municipal Institute of Labor Protection was established in 1956 and is one of the first research institutes in China to carry out scientific research on security and environment. The institute has built many research institutes of professional techniques and test centers in the following three fields: urban security hygiene, work safety and labor protection and human living environment, which have laid solid foundation for a basic, applied and foresighted research. In the latest 50 years, it has achieved more than 500 scientific and technological results and won more than 200 awards for scientific and technological achievements and progress. It has stipulated more than 100 standards in labor protection and environment protection.

Certification activities in China |
|
Certification tracks and the SafeChina train-the-trainer exams were organized on November 15-24, 2012 in Beijing.
Certification for Risk Examiners and for Senior Risk Assessor both on the tracks Plant/Asset/Equipment and HSSE, as well as train-the-trainer oral exams have been organized between November 15 and 24, 2012 in the Beijing Municipal Institute of Labour Protection.

The certification process, per candidate, went as the following:
- Presentation of a project done relevant for the title Risk Examiner/Risk Assessor (the candidate has to prepare a presentation in MS Power Point, 15 minutes/candidate)
- Discussion about the project presented (15 minutes/candidate)
- Conclusion related to the presented work
In addition to the certification, oral exams were organized for the candidates who have passed the written exams in order to become a SafeChina trainer. The oral part of the train-the-trainer exam consisted of:
- Presentation of a selected part of the training material for the SafeChina course (the candidate has to prepare a presentation in MS Power Point, 15 minutes/candidate)
- Questions and answers related to the course topics (15 minutes/candidate)
- Conclusion related to the presented work

SHB/SafeChina course 'Emerging Risks' concluded in Beijing |
|
The Steinbeis University Berlin/SafeChina course Emerging Risks was held on November 10 - 11, 2012 in Beijing.
The course IV-R17 EmRISK: Emerging Risks has been taken place on November 10 - 11, 2012 at the Capital University of Economics and Business in Beijing.
The main objective of the course was to introduce the concept of "emerging risks" and explain to the students the issues of early recognition, classification and monitoring of emerging risks. In addition, the course presented frameworks, procedure and factors of emerging risks.
Emerging Risks was dedicated to professionals and students in the field of risk engineering and management. The structure of the course units and tutoring style allowed to understand and adopt the main topics even to beginners in this field.
The participants of the course have particularly benefited from the lecturing done by Prof. Aleksandar Jovanovic from STI Advanced Risk Technologies/EU-VRi, who is leader of some of the most important research and development projects in the EU dedicated to emerging risks (e.g. iNTeg-Risk).

November 2012 in Beijing is full of events important for SafeChina project: two training events, one international conference, oral exam for candidates for SafeChina trainers and certification activities. The course III-R12 OSHA: Occupational Safety and Health took place in Beijing on Sept. 12-16, 2012.
The course was held at the Beijing Capital University of Economics and Business, School of Safety and Environment Engineering in Sept. 12-16, 2012.
The course aimed to explain the EU regulations in the field of safety and health of workers at work. Main topics included
- general principles concerning the prevention of occupational risks,
- the protection of safety and health,
- the elimination of risk and accident factors,
- the informing, consultation, balanced participation in accordance with national laws and/or practices and training of workers and their representatives,
- as well as general guidelines for the implementation of these principles.

SafeChina project extended for three months |
|
R-Tech has considered the situation on the project realization and submitted the request to DEG for extension of the project for another 3 months. The request has been approved by DEG.
The project activities up to the end of July 2012 have progressed well and in accordance with the plan:
- 9 courses took place including corresponding exams
- on-the-job training (short stay) finished
- on-the-job training (long stay) running.
R-Tech has considered this situation and, having in mind certification and train-the-trainer activities foreseen for the Autumn 2012, submitted the request to DEG for extension of the project for another 3 months. This extension will allow to conduct planned activities in a smooth and the most convenient way for the beneficiaries.
The request has been approved by DEG and R-Tech is reviewing the plan of activities for Winter 2012/2013 season. |

Chinese media about "Train-the-trainer" activities in June 2012 |
|
China Work Safety News, official newspaper of Chinese State Administration of Work Safety, published the news about SafeChina "Train-the-trainer" activities on June 12, 2012. The news has been also published on web sites of Beijing Municipal Institute of Labour Protection (read the news) and Beijing Academy of Science and Technology (read the news). In addition, the news will be published by monthly journal Safety in July.

First round of “Train-the-trainer” course and written exams for future Chinese trainers within the Chinese-German cooperation project “SafeChina” took place a few days ago in Beijing Municipal Institute of Labour Protection (BMILP). 18 candidates fulfilling the requirements set by the project for the trainers have successfully attended the course and the exam.
The“SafeChina”project is financed by DEG - the German Investment and Development Agency and realized by the Steinbeis University Berlin (SHB), represented by Steinbeis Transfer Institute Advanced Risk Technologies, and main strategic partners in China - BMILP. The project aims to build a sustainable education service in China offering the engineers and relevant professions to learn about the EU HSE practices and regulation and qualify as Environmental- and Safety engineers according to EU criteria, guidelines and practice. The project started in September 2010 and will be finished at the end of this year.
SafeChina training include 11 specialized courses such as Introduction to Risk and Safety Management in Industry, Risk Analysis in Chemical/ Petroleum Industries, Risk Analysis in Power Industries, Occupational Safety and Health, etc. Up to the end of May this year, nearly 20 companies joined the partnership agreement between Steinbeis and BMILP, 8 courses took place in Beijing, 214 participants have attended above mentioned courses, and one university in Beijing has basically approved to include some SafeChina courses in their education program.
Training and selecting Chinese trainers is not only a very important part of “SafeChina” project, but also a key point to guarantee the sustainability of the project. The candidates who pass written and oral exams will gain the title "SafeChina trainer" and receive corresponding certificates issued by the Steinbeis University Berlin (SHB). They will continue lecturing SafeChina courses. The participants who attend the courses given by the Chinese trainers and pass the exams will also gain certificates issued by the Steinbeis University Berlin (SHB).

|
SafeChina course TTT "Train-the-trainer" took place in the period May 31 to June 2, 2012 at BMILP, together with extraordinary round of exams for SafeChina courses. 19 participants of SafeChina courses having score on the exams higher than 85%, have expressed the wish to become a "SafeChina" trainers and have participated this course.

19 participants of SafeChina courses having score on the exams higher than 85% have applied for the "train-the-trainer" course. After one-day lecturing, they took the written exam while corresponding oral exam will take place in November 2012. Successful candidate will gain the title "SafeChina trainer" which will allow them to continue SafeChina courses during the project and on commercial basis after the project is finished. |

New partnership agreements in consideration |
|
New partnership agreements with Chinese partners are in consideration in the SafeChina project. These agreements tend to ensure sustainability of the education structure after the project is finished.
New partnership agreements relate to train-the-trainer activities and inclusion of SafeChina courses into in-house training programs/university's education programs or into training programs to be offered to the market.

Course III-R8 is finished! |
|
Course III-R8 Fire: Fire Protection is finished on Friday March 23, 2012 at the premises of Beijing Municipal Institute of Labour Protection. 21 participants attended the course improving their knowledge in fire protection and modeling according to the practice in EU countries.

This course aims to extend the knowledge about fire protection in industry based on the practice in EU, as well as to provide basic knowledge on fire modeling. A number of examples from Germany and other EU countries are elaborated giving a good illustration of practical implementation of European regulation.
At the end of the course, it is expected that the students
- know fundamentals on fire protection in industry, including protective measures as required by reference regulation
- have extended knowledge on fire safety concepts as applied in EU countries
- are familiar with basic principles of fire modeling and hierarchy of fire models.
21 participants (engineers, Health, Safety and Environmental practitioners, Academics and Researchers from Industry...) attended the course and participated to the exam on Friday March 23, 2012.

|
New DEG officers in charge for SafeChina project paid a visit to BMILP of March 26, 2012. In this occasion, the actual results of the project and planned activities have been discussed.
New officer of DEG in charge for SafeChina project, Ms. Veth, investment manager in Special Programs Department, paid a visit to BMILP of March 26, 2012.
In this occasion, during the meeting with representatives of BMILP and other partners of the project, actual results, current and coming activities have been considered. The host of the meeting were Mr. Zhang Bin, general director and Ms. Wang Tong, vice director of the BMILP.

As the strategic partner in the SafeChina project, BMILP has presented of the project activities and results up to the moment, as well as the contribution of the BMILP and benefits received from the project.
Other partners in the project, such as Sinopec Corporation Beijing Yanshan Petrochemical Co. Ltd., Ping An Property & Casualty Insurance Company of China, Ltd, Willis Insurance Brokers Co. Ltd, Beijing Capital University of Economics and Business (CUEB), Beijing Research Center of Urban Systems Engineering (BRCUSE), National Institute of Occupational Health and Poison Control, Chinese Center for Disease Control and Prevention, Chinese Research Academy of Environmental Sciences (CRAES) took also opportunity to discuss the project activities. They expressed the satisfaction with the project achievement so far, but also showed the interest to extend their participation in the future activities and for possible continuation of the project after two-years period.

Based on success of previous courses, Sinopec Corporation Beijing YANSHAN PETROCHEMICAL Co. Ltd, Education and training has asked to host next course, course #6 HSE and HSSE: Health, Safety, Security and Environment.
Based on success of previous courses (course #4a: Risk Based Inspection - Petro and course #5: Reliability Centered Maintenance and Root Cause Failure Analysis), Sinopec Corporation Beijing YANSHAN PETROCHEMICAL Co. Ltd, has asked to host next course, course #6 HSE and HSSE: Health, Safety, Security and Environment.

Course #6 HSE and HSS, gives an overview of related EU regulation and explains the objectives and requirements, as well as state-of-the art in the implementation including constraint and advantages. Special focus is:
- on the integrated pollution prevention and control (IPPC) as defined in the new Industrial Emissions Directive (Directive 2010/75/EU) and the former IPPC directive (Directive 2008/1/EC)
- on the prevention of major accidents (Directive 96/82/EC on the control of major-accident hazards - so-called Seveso II Directive).
The course started today and will finish with final exam on Friday, November 25, 2011.

Course #5 RCM / RCFA, Reliability Centered Maintenance and Root Cause Failure Analysis is finished on Friday October 29, 2011 at the premises of Sinopec Corporation Beijing YANSHAN PETROCHEMICAL Co. Ltd.
This 5-days course was dedicated to the professionals mostly dealing with maintenance work in petroleum, process and power industries. It elaborates RCM and RCFA as methodologies used for logical decision-making process for analysis and definition of the equipment maintenance requirements, as well as for accident prevention. The focus of the course is on the damage mechanisms appearing in different industries. A large number of well elaborated examples is included.
31 participants attended the course, improving their knowledge and participated to the final exam on Friday October 29, 2011 for the title Risk Professional.

The host of the training is Sinopec Corporation Beijing YANSHAN PETROCHEMICAL Co. Ltd. 47 participants from different industrial, consulting or engineering companies take part in the training.
Autumn /Winter round of SafeChina training started October 17, 2011 with the courses
#4 RBI-PETRO: Risk Based Inspection - Petro
The course elaborates risk issues in petrochemical industries and explains principles of Risk-Based Inspection (RBI), existing approaches and gives links to applied codes and standards. The focus is given to the standard of American Petroleum Institute API 580/581 and its application in petrochemical industry.
The host of the training is Sinopec Corporation Beijing YANSHAN PETROCHEMICAL Co. Ltd. and the course takes place in its Education and training center. 47 participants from different industrial, consulting or engineering companies take part in this five-days training, extending their knowledge and improving their skills in implementation of international standards and codes related to the risk-based inspection.
Curriculum of the course includes 7 training units, preparation for final exam and final exam which is a part of certification program for professional titles. Lecturing is complemented with examples, exercises, movies and case studies illustrating the problems and solutions of these problems.

The Summer Institute series is implemented in collaboration between the 111 Project/HRSB at Beijing Normal University and the IHDP/IRG-Project. Starting summer 2009, three consecutive summer institutes are to be organized (2009-2011), covering a different thematic focus each year in addition to the essentials in the filed of hazard and risk study. The primary goal is to attract and train young scholars who have both background and strong interest in the field of hazard and risk study, and through which, to improve and strengthen education, research, as well as international communication and cooperation capacity in China in the field of disaster and risk sciences. In the long-term, the summer institutes seek contribution to laying a solid foundation for a state-of-the-art hazard and risk science base in China.

Representative of the German Government, Mr. Volker Schwab from DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH (the German investment and development agency) met on May 24, 2011 SafeChina project partners and discussed the progress of the project and involvement of new Chinese companies in the realization of the project.
Representative of the German Governement, Mr. Volker Schwab from DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH (the German investment and development agency) met on May 24, 2011 SafeChina project partners and discussed the progress of the project and planned project activities.
The meeting took place in the premises of Beijing Municipal Institute of Labour Protection, BMILP which, authorized by Risk Analysis Council of China Association for Disaster Prevention (RAC) and supported by Beijing Normal University, is the main Chinese supporting project partner. +30 participants representing partners in the project and companies and associations having the interest for the training and education offered by the SafeChina project have attending the meeting.
The Agenda was comprehensive and during the meeting the achievements in the period September 2010 - May 2011 (building the project infrastructure in China and in Germany, contracting process with education supporter in China and Germany, results of SafeChina survey of needs, courses done...) current activities and the plan of the project in the next period have been discussed.
The SafeChina project aims to build a sustainable education service in China and to offer engineers and relevant professions to learn about the EU HSE practices and regulation. Large industrial companies, small enterprises, research and development institutions, governmental bodies etc., have the great opportunity to train their employees, free of charge, within the project. The representatives of 15 new Chinese companies have joined the project by signing the annexes of the Partnership agreement between BMILP and Steinbeis University Berlin represented by Steinbeis Transfer Institute Advanced Risk Technologies. The annexes define the needs of these companies for training which includes SafeChina courses, on-the-job training in German/EU companies, training for future SafeChina trainers and certification for professional titles and the training plan is shaped to suit these needs. |

SafeChina training plan agreed |
|
SafeChina training plan agreed with Chinese partners. The plan includes training courses with main topics, related to industrial safety, on-the-job training in Germany and other EU countries, certification for professional titles and training of the future SafeChina trainers.
SafeChina preliminary training plan was prepared by the middle of the February 2011 in collaboration with Chinese partners. After the first SafeChina course in March 2011 (Course # 1 Introduction to risk and safety management in industry, and based on the results of the SafeChina survey of needs conducted in March and April 2011, the training plan was updated to reflect the needs of the target training groups.
The plan includes training courses with the main topics related to different aspects of safety and risks, on-the-job training in Germany and other EU countries, certification for professional titles and training of the future SafeChina trainers.
Up to May 2012 it will be held
- 12 different courses
- 2 instances of the training courses for future SafeChina trainers
- 2 instances of certification exams
- on-the-job training in the German/EU companies for selected candidates.

The first SafeChina Course #1 INTRO, Introduction to Risk and Safety Management in Industry took place in the week March 14 - 18, 2011! The course was hosted by Beijing Municipal Institute of Labour Protection.
The first SafeChina Course #1 INTRO, Introduction to Risk and Safety Management in Industry took place in the week March 14 - 18, 2011! The course was hosted by Beijing Municipal Institute of Labour Protection, BMILP.
The course represents a general introduction to the topics of risks related to the general use of the chemicals by a modern society and related industrial sectors (chemical/process, oil & gas, power generation, heating, etc.).
During five days of the course, hazards, related risks, and due legislative safety measures have been outlined considering acute (accidents) and chronic (pollution) risks within life cycle of chemicals (hazardous materials) and presented in units 1 and 2. Units 3 and 4 have provided the introduction to major accidents prevention (EU legislative obligations) and related process safety risk assessment methodology. Where applicable, related EU directives have been briefly mentioned.
In the end of the course the students have improved their basic knowledge about:
- general terms used in the area of risk (safety, hazard, risk and risk assessment...)
- topics of corresponding EU regulation/directives such as REACH, Seveso II, ATEX, and others
- major accidents prevention (EU legislative obligations) and related process safety risk assessment methodology
- main steps in process safety assessment (input data, hazards and identification methods and tools, related risks, and due legislative
- safety measures related to acute (accidents) and chronic (pollution) risks within life cycle of chemicals (hazardous materials).
31 participants were attending the course and 30 of them have successfully passed the final exam.

Hazards, related risks, and due legislative safety measures will be outlined considering acute (accidents) and chronic (pollution) risks within life cycle of chemicals (hazardous materials) and presented in units 1 and 2. Units 3 and 4 have provided the introduction to major accidents prevention (EU legislative obligations) and related process safety risk assessment methodology. Where applicable, related EU directives will be briefly mentioned.
In the end of the course the students will have the basic knowledge about:
- general terms used in the area of risk (safety, hazard, risk and risk assessment...)
- topics of corresponding EU regulation/directives such as REACH, Seveso II, ATEX, and others
- major accidents prevention (EU legislative obligations) and related process safety risk assessment methodology
- main steps in process safety assessment (input data, hazards and identification methods and tools, related risks, and due legislative
- safety measures related to acute (accidents) and chronic (pollution) risks within life cycle of chemicals (hazardous materials).
